On December 3, 2021, the Senate approved PL 6,539/2019, which updates the National Policy on Climate Change (PNMC), established by Law 12187, of 2009, adapting this policy to the Paris Agreement. The text establishes that Brazil will neutralize 100% of its greenhouse gas (GHG) emissions by 2050, and that the NDCs (National Determined Contributions) will be defined based on the most recent Brazilian Inventory of Emissions. These must necessarily adopt progressive and more ambitious targets in relation to previous NDCs and indicate absolute values for the reductions of emissions (through sectoral plans of mitigation and adaptation that provide details of the actions to achieve the outlined targets). The Bill now proceeds to the Chamber of Deputies.
Several institutions supported by iCS acted to demonstrate the importance of the government establishing more ambitious commitments. The Climate Observatory and the coordination between Tanaloa and COPPE/UFRJ that resulted in the Climate and Development Initiative, with proposals for more ambitious climate and social targets, differentiating the contribution of different sectors of the economy, are examples of this work.
