The United States, China and India have not joined the dozens of countries that are committed to end the domestic use of coal to generate electricity (responsible for one-third of global greenhouse gas emissions), nor have the 25 countries that have agreed to stop the financing of coal-fired power plants in developing countries. This is a problem: the three nations, plus Australia, which also did not sign the declaration, account for more than two-thirds of the global consumption of coal.
