Who can participate?
The following organizations may submit proposals:
- Civil society organizations with an active CNPJ (Brazilian tax ID);
- Collectives, networks, and social movements without a CNPJ, provided they designate a financial organization responsible for managing the resources;
- Companies and consultancies with an active CNPJ.
Organizations must demonstrate a minimum of three years of experience in climate, socio-environmental, or related communication, in addition to a proven track record of institutional activity.
About the Call for Proposals
Over the past few years, iCS and its ecosystem of supported organizations have been producing technical knowledge, evidence, proposals, and strategic narratives on priority topics to accelerate the climate transition and promote a more resilient, inclusive, and competitive development model. At the same time, recent research demonstrates that, although Brazilian society recognizes the seriousness of climate change, this recognition still translates only in limited ways into engagement and action. Overcoming this challenge requires new forms of communication capable of broadening the reach, understanding, and appropriation of this knowledge by different audiences.
It is within this context that the Communication for Climate Action in Brazil call for proposals is situated, part of the implementation of the “Communication and Mobilization” Action Front of the Work Plan of the Engagement, Change Agents and Climate Governance Axis of the Institute for Climate and Society (iCS). Its objective is not to support the production of new narratives, studies or independent institutional campaigns, but to select organizations capable of developing, testing and implementing innovative solutions for communication, content distribution and social engagement, enhancing the dissemination of knowledge, evidence and strategic narratives already produced by the ecosystem.
The projects are expected to act as communication and engagement platforms aimed at strengthening the collective impact of this ecosystem, contributing to ensuring that qualified evidence, already developed solutions, and strategic agendas reach new audiences, influence public debate, and support the implementation of the country’s climate priorities. The expected innovation, therefore, focuses on the mechanisms of dissemination, mobilization, and engagement, and not on the definition of thematic agendas or the production of strategic narratives, which will continue to be built by iCS in partnership with the supported organizations.
The call for proposals has a total value of up to R$ 4 million, and iCS reserves the right not to distribute all of the funds.
The selection process will be carried out in two stages. The first stage involves the initial submission of proposals, from August 3, 2026 to August 31, 2026, until 4 PM (Brasilia time). Interested organizations must submit their initial proposals using the electronic form available at the top of this page, in the “Open Applications” section. This stage is eliminatory and aims to evaluate the alignment of the project with the objectives of the call for proposals.
The initiatives selected in the first stage will be announced on September 30, 2026, and will have until October 29, 2026, to submit complete proposals with more detailed deliverables, results, indicators, risks, and other aspects. The final selections will be announced on December 3, 2026.
The selection process will be carried out in two stages:
1st stage
Submission of a simplified form and analysis of eligibility, relevance, mobilization potential, innovation, and contribution to strengthening the field. Up to 20 proposals will be pre-selected for the next phase.
2nd stage
The selected organizations will be required to submit a detailed version of the project, including a work plan, timeline, budget, indicators, risks, and expected results.

Main Characteristics of the Proposals
The call for proposals seeks to support initiatives that:
- Work to convert information into mobilization, practice, and transformation: Develop strategies that connect the production of high-quality content to concrete processes of engagement and action, operating in a coordinated manner from awareness-raising to behavioral change and public advocacy.
- Invest in innovation in languages, formats, technologies, and amplification strategies: Incorporate creative approaches, the strategic use of technologies—including artificial intelligence—and more effective, collaborative, and territorially-based distribution mechanisms to broaden the reach, relevance, and circulation of content.
- Consider the diversity of audiences and territories: Developing actions sensitive to different socio-cultural realities, expanding reach into segments that are still under-mobilized.
- Incorporate monitoring and evaluation: Integrate, from the design of initiatives, approaches that allow measuring results and demonstrating, through metrics and evidence, the transformations generated.
- Contribute to strengthening the field: Producing learnings, methodologies, and evidence that can be shared, expanding the collective capacity of the climate communication ecosystem.
