About the Call for Proposals
The Institute for Climate and Society (iCS) is launching a call for proposals aimed at supporting Community-Based Adaptation (CbA) initiatives, focusing on strengthening the climate resilience of vulnerable communities and territories in Brazil. The call seeks to support proposals that implement practical solutions for adapting to climate change, developed with strong community participation and local governance.
The proposals must present, in a clear and well-founded manner, a description of the climate threats and impacts already observed in the territory, indicating how these phenomena affect local communities. This information should support the planning of adaptation measures and the strengthening of the territory’s climate resilience.
The communities considered for project implementation are (i) indigenous, (ii) quilombola (iii) rural, (iv) urban periphery, or (v) coastal, characterized by socioeconomic and climatic vulnerability. Additionally, they must be located in the states of Alagoas, Bahia, Ceará, Minas Gerais, Pará, Paraíba, and Pernambuco.
The criteria for selecting the seven states were based on the fact that they have the largest populations exposed to high levels of climate risk, according to data from the Adapta Brasil platform of the Ministry of Science, Technology and Innovation (MCTI), and that they concentrate populations with high socioeconomic vulnerability.
Projects will be evaluated based on the clarity with which they describe the participatory process, as well as identifying communities and their territories, their capacity for collective implementation, the climate impact(s) faced, and the solutions proposed. The following climate impacts are considered in this call for proposals: (i) heat waves, (ii) prolonged droughts; (iii) floods, flash floods, and mudslides; (iv) landslides; and (v) forest fires, among others.
The call for proposals has a total value of up to R$ 4 million, and iCS reserves the right not to distribute all of the funds.
The application process will be carried out in two stages. The first stage involves the initial submission of proposals, from June 1, 2026 to July 1, 2026, until 4 PM (Brasilia time). Interested organizations must submit their initial proposals using the electronic form available at the top of this page, in the “Open Applications” section. This stage is eliminatory and aims to evaluate the alignment of the project with the objectives of the call for proposals.
The initiatives selected in the first stage will be announced on August 31, 2026, and will have until October 04, 2026, to submit complete proposals with more detailed deliverables, results, indicators, risks, and other aspects. The final selections will be announced on November 10, 2026.
Key Features of the Proposals
The proposals must offer:
Community empowerment and local governance
Projects that strengthen the capacity of vulnerable communities to respond to the impacts of climate change, through participatory processes and local governance. The protagonism of communities in project participation ensures the legitimacy of solutions, starting from the real priorities of the territory.
Addressing Priority Climate Impacts
Proposals must address concrete climate impacts based on the specific reality of each territory. Solutions need to be designed based on the local, social, and climatic context.
Solutions with socio-environmental impact
Projects that generate environmental, social, and economic benefits, with the potential for replication in other territories and a contribution to local development. It is also expected that the initiatives will produce concrete lessons that can inspire other initiatives and contribute to advancing the climate adaptation agenda.
